NOTICE OF RACE

The 2008 TENNESSEAN OPEN REGATTA

 

<= span lang=3DFI style=3D'font-size:12.0pt'>1.      INVITATION - Harbor Island Yacht= Club cordially invites you and your crew to attend the Tennessean Open April 19st and 20thon Old Hickory Lake in Old Hickory, TN.

= 2.      History: In 1954 a handful of Pen= guins converged on a small lake in north Nashville to compete in the first Tennessean Regatta sponsored jointly by the Nashville Sailing Association and Nashvi= lle's morning newspaper, The Tennessean. The winner of that regatta won = the first challenge trophy established by the publisher of The Tennessean, the late Silliman Evans, Jr., a yachting enthusiast.

After holding the regatta on Kentucky Lake for a short time, HIYC brou= ght it home to Old Hickory Lake where it cranks up each year in early Spring under the chairmanship of the = Vice Commodore.

HIYC's most important and popular regatta, T= he Tennessean, often draws over 100 boats to compete in the two-weekend competition. Cruising class boats participate on the first weekend of racin= g, competing for the Harbor Island Cup. The Harbor Island Cup is an overall tr= ophy established in 1968. On the Open Class weekend, competitors race for the Si= lliman Evans Trophy. Both of these rotating trophies are among the most covet= ed silver awarded by Harbor<= /st1:PlaceType> Island. The original Harbor Island Yacht Club Challenge Trophy established in 1969 was retired in 1983.

The Tennessean Regatta has changed from a la= rge open dinghy competition with a formal Ball to a two-weekend series that tri= es to cover all potential classes in both dinghies and cruising boats. While t= he festivities are somewhat less formal, the racing is still top notch with gr= eat competition on both weekends.

<= span lang=3DFI style=3D'font-size:12.0pt'>3.      RULES

3.1.     The regatta will be gove= rned by the rules as defined by The Rac= ing Rules of Sailing (RRS).

3.2.     Changes to the following= RRS sections will be made for this regatta: 29.1 (Individual Recall), 33(a) (Changing the Next Leg of the Course), 35 (Time Limit and Scores), 44.2 (Two-Turns Penalty), 62.1(a) (Redress), A2 (Series Scores), A4.1 and A4.2 (= Low Point Scoring System), A11 (Scoring Abbreviations), Race Signal AP (Postponement).

<= span lang=3DEN-GB style=3D'font-size:12.0pt;mso-bidi-font-size:10.0pt;mso-ansi-l= anguage: EN-GB'>4.      SAILING INSTRUCTIONS - The Sailing Instructions will be available at registration. A draft = is available at www.hiyc.org.

= 5.      CLASSES - The following classes are anticipated for this event.

5.1.     Four boats of the same k= ind will constitute a class.

5.2.     Handicap classes will be comprised of all other entries and will compete under the DIYRA/US Sailing Portsmouth Number System using wind-range (Beaufort number) specific values= .

5.3.     The Regatta Committee may combine or split classes at its sole discretion.

<= span lang=3DEN-GB style=3D'font-size:12.0pt;mso-bidi-font-size:10.0pt;mso-ansi-l= anguage: EN-GB'>6.      ELIGIBILITY AND ENTRY= - The regatta will be open to dinghy boats properly registered with HI= YC. Participants may enter the race by completing registration at the table in = the HIYC clubhouse before the skippers' meeting.

7.1.     The registration fee is $25.00 for the Open Regatta.

7.2.     Dinner will be served on= Saturday evening. The cost is $15.00 per person.

7:30 am: Registration, Coffee and Donuts
9:00 am: Skippers’ Meeting
10:25 am: Warning Signal for Race
6:30pm: Dinner hosted by HIYC.

8.2.=      SUNDAY APRIL 20, 2008
8:00 am: Coffee and Donuts
9:25 am: Warning Signal for Race
3:00 pm: Trophy Presentation

9.      LAUNCHING & ACCESS - Launch= ing, docking and hauling may be done at Harbor Island Yacht Club free of charge. Access to the club is through a security gate. Non-HIYC members may scroll = down to and dial CLUB on the gate control panel and ask that it be opened.<= /o:p>

10.  RACING

10.1.<= span style=3D'font:7.0pt "Times New Roman"'> The racing will consist of buoy courses for all classes.

10.2. One race will constitute= a series.

10.3. No races will be started= in less than three (3) knots of sustained wind as determined by the Race Committee.

10.4. For the Open Regatta, no races will be started after 1:00pm on Sunday.

10.5. A boat starting later th= an 5 minutes after her starting signal will be scored as DNS. This changes RRS A= 4.1.

<= span lang=3DFI style=3D'font-size:12.0pt'>11.  THE SITE, RACING ARE= A AND COURSE

11.1. Harbor Island Yacht Club<= /a> will be the site of all shore-side activities.

11.2. The racing area is between mile Cumberland River 216.5 and mile 227 = on = Old Hickory Lake. The Distance Course will begin at a starting line between mile 220 and mile 225. The course will be further described in the Sailing Instructions.<= /span>

11.2.1.        T= he "Upper Course" is approximately one mile northeast of the harbor entrance, below Lindsley's Light.

11.2.2.        T= he "Lower Course" is just west of the harbor entrance, between the m= outh of Shute's Branch and the mouth of Drake's Creek.

11.2.3.        T= he “Harbor Course” is inside the harbor, north of HIYC.=

11.3. The Upper a= nd Lower Courses, set on Old Hickory Lake, may intersect the navigational channel. Commercial traffic (barges) and deep-draft craft in the channel have right-of-way over sailboats and must be treated with utmost respect. When a boat sailing under these rules meets a vess= el that is not, the rules of Part 2 (When Boats Meet) are replaced by the Inland Navigation Rules. Any boat impeding the passage of a right-of-way vesse= l is subject to protest by the race committee or the protest committee.

12.&= nbsp; SCORING

12.1. Each boat's total score will be the su= m of her scores for all races, excluding her worst score if six or more races are completed. This changes rule A2.

12.2. A boat that did not finish within the = required time after the first boat in her class finished and that was still racing w= hen the time limit expired, will be scored points for the finishing place equal= to one more that the number of boats in the class that finished the race. The scoring abbreviation for such boats will be TLX (did not finish due to time limit expiring). This changes RRS A4.2 and A11.

12.3. A boat that did not start (DNC, DNS an= d OCS), did not finish (DNF) for any reason other than (TLX), or retires after finishing (RAF) will be scored points for the finishing place equal to one = more than the number of boats in the class that entered the regatta.<= /span>

12.4. A boat that was disqualified (BFD, DSQ= , DNE and DGM) will be scored points for the finishing place equal to two more th= an the number of boats in the class that entered the regatta. This changes RRS A4.2.

12.5. All other boats will be scored in acco= rdance with RRS A4.1 and A4.2.

13.&= nbsp; PRIZES - Trophies will be awarded for all classes to the top three (3) finishers.

14.&= nbsp; WAIVER - Competitors in this event are participating entire= ly at their own risk. See RRS 4, Decision to Race. Competitors agree that the = race organizers (organizing authority, race committee, protest committee, host c= lub, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, inclu= ding death, sustained as a result of participation in this event. As an induceme= nt to the race organizers to produce the regatta, each competitor agrees that = by participating in this event each competitor is deemed to have waived all cl= aims against and released the race organizers from any and all liability associa= ted with such competitor’s participation in this event to the fullest ext= ent permitted by law and is deemed to have warranted that he has obtained this = same release of the race organizers by each crew member.

15.&= nbsp; INSURANCE - Each participating boat shall be insured with valid third-party liability insurance.
