Notice of Race

The McDougal Open Class Regatta

1.  INVITATION
    
Harbor Island Yacht Club (HIYC) cordially invites you and your crew to attend the McDougal Open Class Regatta on October 15-16, 2005..

2. SITE
    
2.1 The regatta will be held on Old Hickory Lake in Nashville, Tennessee. Land based activities will be held at the Harbor Island Yacht Club clubhouse. 

3. SPONSOR
    
3.1 The regatta is sponsored by Harbor Island Yacht Club.

4. RULES
    
4.1 The regatta will be governed by The Racing Rules of Sailing (RRS) 2005-2008, the Prescriptions of US SAILING, one-design class rules (if applicable), HIYC-PHRF Rules (for handicap classes), this Notice, the Sailing Instructions and any posted modifications on race day. The official notice board will be the windows next to the fireplace of the HIYC clubhouse.
     4.2 Changes to the following RRS sections will be made for this regatta: 29.1 (Recalls),35 (Time Limit), 46 (Membership), 61.1(a) (Protest Notice), 62.1(a) (Redress), A2 (Scoring), A4.1 (Scoring). The changes will appear in full in the Sailing Instructions or the Notice of Race. This notice is given to satisfy J1.2.1.

5. ELIGIBILITY AND ENTRY
    
5.1 The regatta will be open to dinghy boats properly registered with HIYC (RRS 46 will not apply). Participants may enter the race by completing registration at the table in the HIYC clubhouse before the skippers' meeting.

6. CLASSES
     6.1 Four boats of the same kind will constitute a class.
     6.2 Handicap classes will be comprised of all other entries and will compete under the DIYRA/US Sailing Portsmouth Number System using wind-range (Beaufort number) specific values.
     6.3 The Regatta Committee may combine or split classes at its sole discretion.

7. FEES
    
7.1 The Regatta registration fee is $25.00

9. LAUNCHING
    
9.1 Launching, docking, and hauling may be done at Harbor Island Yacht Club free of charge.

10. RACING
     10.1 The Race Committee will place buoys on the course. 
One race will constitute a series
     10.2 As many as seven races will be sailed.
     10.3 No race will be started in less than three (3) knots of sustained wind as determined by the Race Committee. 
     10.4 No races will be started after 1300 on Sunday.

11. THE SITE, RACING AREA, AND COURSE
    
11.1 Harbor Island Yacht Club will be the site of all shore-side activities.
     11.2 The racing area is generally between mile 222 and mile 227, Old Hickory Lake on the Cumberland River. The location of the racing area will depend on the wind direction and velocity.  Three racing areas are available.
          11.2.1 The "Upper Course" is approximately one mile northeast of the harbor entrance, below Lindsley's Light.
          11.2.2 The "Lower Course" is just west of the harbor entrance, between the mouth of Shute's Branch and the mouth of Drake's Creek.
          11.2.3 The “Harbor Course” is inside the harbor, north of HIYC
     11.3 Race courses set outside the harbor on Old Hickory Lake may intersect the navigational channel. Commercial traffic (barges) and deep-draft craft in the channel have right-of-way over sailboats and must be treated with utmost respect. When a boat sailing under these rules meets a vessel that is not, the rules of Part 2 (When Boats Meet) are replaced by the government right-of-way rules. An alleged breach shall be grounds for a protest by the race committee or the protest committee. FAIR WARNING: A barge visibly powering down as it approaches a sailboat shall automatically trigger a protest of that sailboat by the Race Committee.
    
11.4 The course will be a buoy course and will be further described in the Sailing Instructions.

12. ALTERNATE PENALTY
    
12.1 A boat that may have infringed a rule of Part 2 while racing under spinnaker may exonerate herself by dousing her spinnaker (bringing the head of the spinnaker to a point below the level of the gooseneck), making a 360 degree turn including a tack and a gybe, and then resetting her spinnaker. This changes RRS 44.2.

13. SCORING
    
13.1 The Low Point System of RRS Appendix A will apply. All races will be scored (no throw-out). This changes rule A2.
     13.2 Wind dependent HIYC-PHRF handicaps and Time-on-Time adjustment factors will be used. Time Correction Formula (TCF) = 700/(f+PHRF) where f = 650 for light air, 550 for moderate air, and 450 for heavy air as assessed by the Regatta Chair.

14. PRIZES
    
14.1 Trophies will be awarded for all classes to the top three (3) finishers.

15. DISCLAIMER OF LIABILITY
    
15.1 Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. Competitors agree that the race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. As an inducement to the race organizers to produce the regatta, each competitor agrees that by participating in this event each competitor is deemed to have waived all claims against and released the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law and is deemed to have warranted to the race organizers that he has obtained this same release of the race organizers by each member of his crew.

16. INSURANCE
    
16.1 Each competitor agrees that by participating in this event each competitor is deemed to have warranted to the race organizers that his or her participating boat is insured with valid third-party liability insurance in an amount at least three times the value of his or her participating boat.
